Can a person with a Student Visa to study in Canada cross into the United States.?
I have a friend in Toronto, Canada who is there on a student visa. I am in Chicago and was wondering if he can just hop on a train and cross into the United States on a visit. Or if I can go over there.

You, as an American citizen, can easily go to Canada...you do not need a visa, just a passport. Your friend who is on a student visa in Canada may or may not need a visa to enter the U.S. If he is from a country on the visa waiver list, he does not needs a visa to come to the U.S. He does need to register for the ESTA program. See the 1st and 2nd sites. He may need permission to leave Canada ..people in the U.S. on a student visa must get permission and a special form from the International Students office of the college or university where they are studying, so he needs to go to the similar office at his school and ask. If he is not from a visa waiver country, he would need to apply for a b-2 tourist visa. See lower half of 3rd site for info on how he can apply for a visa. If he needs a visa...it would be far easier for you to go visit him.
